House of Commons Admiralty Agent Board to pass for the purpose of checking the landing of such persons, by requiring, as in the Colony of Victoria a Bond of Indemnity by the Owner, Charterer or Master of a vessel each in respect of passenger likely to become a "charge upon any public or charitable Institution", or by enabling the Governor, whenever it deemed necessary, to Prohibit the landing of pauper, destitute or Criminal Chinese; but I should wish the Draft of any such Ordinance to be submitted for my consideration before it is introduced into the Legislative Council.
